The Heisenberg Uncertainty Principle says that it is impossible to predict with certainty both the position and momentum of a particle. The 'observer effect' is the fact that the act of measuring something changes it. The two principles are often confused with one another.

Mcmanx, I believe that is the point of the picture, I mean, she does look a little angry to me. The author even pulled out the caps lock, and you know something's going down when that happens.
